The NJDEP Water Quality Management Planning rules assign primary wastewater management planning to counties with input from local authorities, further centralizing control of the land use development process. The required updating of Wastewater Management Plans (WMPs) and redrawing of Sewer Service Areas (SSAs) will dramatically impact development potential and property values throughout the state since areas outside SSAs will be subject to sanitary discharge, environmental and smart growth limitations.
